This report analyses the potential increase in revenue for the UK government from extending the Carbon Border Adjustment Mechanism (CBAM) from its currently proposed scope to cover all imports. Our analysis, based on the latest official government data and OBR forecasts, indicates that such an expansion could increase annual net revenue by £12.8–13.3 billion, representing a 1,600%–4,400% increase over the baseline scenario.

This paper examines the United Kingdom's remarkable success in reducing particulate matter emissions, placing it in a global context by comparing its trajectory with the transformative efforts in China, spurred by the 2008 Beijing Olympics, and the escalating crisis in Delhi, India. Furthermore, it explores the role of technological innovation, specifically in the context of domestic wood burning, the urgent need for electrification in the developing world, and the profound impact of black carbon on the Earth's cryosphere as key pathways to mitigating this global threat.
